21.3The practical hierarchy

When the harmony looks strange, ask in this order:

1. Is there an obvious destination chord?
2. Is there a dominant pointing to it?
3. Is there a ii or iiø before that dominant?
4. Which guide tones move into the destination?
5. Only then: how does this fit the larger key?

This order prevents theoretical paralysis.
