A chromatic bass note does not always require a full new chord.

Sometimes:

bass is passing

while upper harmony holds.

Example:

C chord above

bass C→C♯→D.

The C♯ can be a passing nonharmonic bass tone.

Not every chromatic bass pitch must become a labeled vertical event.
