In a clean major ii–V–I, we often avoid notes that contradict chord quality unless deliberately altered.

In blues, contradiction itself can be part of the language.

Example:

E♭ against C7's E.

That tension doesn't need to be “fixed” instantly in the same way.

It's an expressive inflection.
