39.94The important theory upgrade

Earlier you learned:

dominant 7th = V7.

That remains true in functional harmony.

Now your model must expand:

dominant-seventh quality does not automatically imply dominant function.

F7 can be tonic.

B♭7 can be IV.

C7 can be V.

All three have dominant-seventh quality.

Only one is functioning as the conventional dominant of F.
