We now have several independent ways of creating tension:

Harmonic tension

altered notes, dominants, substitutions.

Rhythmic tension

displacement, syncopation, polymeter.

Textural tension

density, block chords, register expansion.

Melodic-contour tension

wide intervals, leaps, octave displacement.

A mature arrangement does not need maximum tension in every category simultaneously.
