Conceptually, using your legal melody/chart:

Start with a rubato/cabaret-style introduction.

A repeated bass gesture gradually reveals two-beat tempo.

Later:

two-beat → walking without tempo change.

Before a final lifted chorus:

use a short break or metric relationship to increase perceived/actual speed slightly if musically useful.

At final tag:

walking disappears.

Tempo broadens.

Return to free cabaret character.

The beginning and ending then frame the strict-time middle.
