Over Dm9:

target E = 9.

Over G13:

target E = 13.

Over Cmaj9:

target D = 9.

Try a top line:

E → E → D

over:

Dm9 → G13 → Cmaj9

Notice how one note can stay while its harmonic meaning changes:

E over Dm = 9

E over G = 13

Then D over C = 9.

This sounds sophisticated with almost no melodic movement.
