Suppose a phrase is:

E – F – G – E – D – C

Maybe the structurally important notes are:

E → G → E → C

while:

F and D are connective.

That means you can transform:

E-F-G-E-D-C

into something like:

E-D-F♯-G-F-E-D-C

and the phrase may still retain identity.
