When melody starts:

Find/confirm tonic.

Hear phrase length and likely cadence.
Step 3
Use tonic or open bass if uncertain.
Step 4
Identify current broad function.
Step 5
Choose simplest bass movement.
Step 6
Add one defining tone/shell.
Step 7
Let melody complete harmony.
Step 8
Listen ahead.
Step 9
Add complexity only when confident.
Step 10
If wrong, voice-lead into the nearest coherent continuation.
