Suppose melody note stays C while harmony changes:

Cmaj7 → A7 → Dm7

You can make the melodic decoration acknowledge harmony:

Over Cmaj7:

B → C

Over A7:

C♯ → C may create tension, or shift melody toward C♯ if appropriate.

Over Dm7:

E → D/C

The embellishment should listen to the accompaniment.
