Suppose eight bars:

Bars 1–4 = question.

Bars 5–8 = answer.

You might deliberately make the first ending weaker:

... Dm7 → G7

half cadence.

Then final phrase:

... Dm7 → G7 → Cmaj7

full resolution.

Reharmonization should reinforce phrase structure.
