23.5Pedal harmony is not root-position harmony

This is important.

If bass is C and RH plays F-A♭:

you should not always think:

“Fm chord with wrong bass.”

Sometimes the combined sonority is best understood simply as:

F-minor color over C pedal.

The bass has its own role.
