63.4Why omit one scale degree?

A triad-pair system often uses two non-overlapping triads.

That usually produces six different notes.

The missing seventh note has an important benefit:

the line becomes less scale-like.

Instead of running adjacent notes:

you naturally create skips, arpeggios, and angular contours.
