Because our 3-eighth motif realigns after three 4/4 bars:

build an intentional three-bar phrase.

Bars 1–3: motif runs continuously.

Bar 4: answer.

Now form becomes:

3 + 1.

That is already less predictable than endless 4-bar boxes.
