15.47Borrowed chords can create a bass line
Example:
C → G/B → B♭ → F/A → Fm/A♭ → C/G
Bass:
C → B → B♭ → A → A♭ → G
That's a beautiful descending chromatic bass line.
The chords are partly chosen to realize the bass.
This is a powerful arranging technique.
